The Philippine Guidelines on the Protection of the Rights of the Trafficked Women

The Philippine Commission on Women (PCW) ?in coordination with the IACAT and in consultation with women?s organizations and women survivors of trafficking, developed the ?Philippine Guidelines on the Protection of the Rights of Trafficked Women?. Handbook on the Vulnerabilities of Government Agencies to Corruption and Complicity in Human Trafficking

This handbook?provides a snapshot and a take-off point for more extensive research on the depth and breadth of trafficking-related corruption in all levels of government. It takes off from the framework created by the Office of the Ombudsman on the participation and possible violations committed by government officials in relation to human trafficking. The framework outlined the unlawful participation of government agencies during the pre-departure, departure, and arrival phases, as well as in the arrest and prosecution of suspects. It?expands the Ombudsman framework to include other corrupt or complicit practices disclosed during interviews with representatives of non-government organisations?involved in the?investigation, interception, rescue, recovery, rehabilitation, reintegration, and prosecution. The interviews were conducted during the period of April to May 2010.


Lessons Learned from the Successful Prosecution of Human Trafficking Cases in the Philippines

Combating trafficking effectively requires that more convictions are obtained expeditiously against perpetrators of trafficking. As of 7 July 2011, 51 cases have been successfully prosecuted under the Anti-Trafficking in Persons Act of 2003. The challenge is to increase the number of convictions. But how can the rate of success be multiplied? This handbook hope to address this challenge by identifying lessons learned in the prosecution of trafficking cases. It examining the decisions that convicted the traffickers and interviewing some of the key actors. It is intended for those who play an indispensable role in the prosecution of trafficking cases in the Philippines, namely, law enforcers, investigators, and prosecutors. It is also addressed to non-government organizations that support government agencies in investigating and prosecuting trafficking cases, and providing victim assistance. It is hoped that by learning from the practices and strategies used in successful cases, other cases may benefit and be more likely to result in convictions.

Trafficked into Forced Labor: Selected Case Studies of Domestic Workers in the Philippines

The case studies put a human face to the struggles of domestic workers caught in the nexus of two inter-connected social phenomena ? trafficking for exploitation, and exploitation in forced labor. They show how domestic workers were trapped in the cycle of trafficking for forced labor and how they have shown their personal courage to survive and empower themselves despite the odds.

The book hopes to challenge and inspire its varied readers who have important roles to play in addressing the issues and struggles of domestic workers trafficked for the purpose of forced labor.


Manual on Direct Interventions for Vulnerable Migrants and Victims of Trafficking

This manual is a practical tool for service providers, law enforcers, and other frontline personnel in government and non-government organizations responsible for protecting and assisting vulnerable migrants and victims of human trafficking. VF hopes to share its experience and lessons learned related to assisting victims of human trafficking by summarizing operations systems and step-by-step guidelines in operating its shelters and halfway houses.?The manual is however not intended to provide a single approach in providing protection assistance. But it presents practical suggestions and guidance for advocates and champions in handling victims from the point of initial identification to rescue, legal prosecution up to the effective reintegration of survivors to mainstream social life.


Life Skills Manual

VF developed this??manual to guide the trainers in conducting Life Skills Modules for victims of human trafficking as well as children and young people at risk of exploitation. Its purpose is to provide easy steps that will assist facilitators in delivering the activities, managing training situations, ensuring students? active participation and making sure that the objectives set for every activity are achieved.

The sessions are grouped according to three clusters of core life skills. It also includes induction and action planning modules.
